The Infrastructure WA (IWA) Board is getting a fresh perspective with two new appointments, alongside some familiar faces continuing their vital roles. Effective from 6 August 2024, Mr. John Galvin and Ms. Fiona Hick will bring their extensive experience to the Board, which plays a critical role in advising and assisting the Western Australian Government on infrastructure matters. This move comes as part of a broader reshuffle that sees Ms. Nicole Lockwood and Hon Jay Weatherill AO stepping into prominent roles.
John Galvin, with over 35 years of expertise in consulting, manufacturing, and construction, joins the IWA Board as a new member. His career highlights include his current positions as the Chief Bidding Engineering and Concessions Officer at Clough, a key member of Integrate Alliance’s leadership team, and an alternate director at the Australian Constructors Association. His background in engineering and strategic leadership is expected to bring valuable insights into infrastructure planning and development.
Joining Galvin is Fiona Hick, who has over 25 years of experience in the oil, gas, and mining industries. Hick’s career includes roles as a non-executive director at Evolution Mining, a member of the University of Western Australia’s Strategic Resources Committee, and fellowships with the Australian Institute of Management and the Institute of Engineers. Her diverse executive and board experience will add a broad range of expertise to the IWA Board.
As part of this transition, Ms. Nicole Lockwood has been reappointed as Chairperson of the Board, a role she will hold until June 30, 2026. Her leadership will continue to guide the Board as it oversees major infrastructure proposals and investments. In a notable change, Hon Jay Weatherill AO, who has been a member of the IWA Board since 2023, has been elevated to the position of Deputy Chairperson. Weatherill’s new term will run until December 31, 2027.
Rebecca Tomkinson, another key figure, has been reappointed as a Board member for another term lasting until June 30, 2026. Her ongoing role will ensure continuity in the Board’s work and strategic direction.
The Western Australian Premier Roger Cook expressed gratitude to the departing Board members, Mr. Terry Agnew and Ms. Kerryl Bradshaw, who were part of the inaugural team established in 2019. Their contributions during the formative years of Infrastructure WA were acknowledged as pivotal in shaping the agency’s current trajectory.
Premier Cook praised the new appointments, stating, “I thank outgoing members Mr. Agnew and Ms. Bradshaw for their dedication and invaluable guidance as inaugural members of the Infrastructure WA Board. Mr. Galvin and Ms. Hick bring with them an extensive and diverse range of experiences that will complement the Board’s skill set, and I am pleased to welcome them. I’d like to congratulate Nicole Lockwood, Hon Jay Weatherill AO, and Rebecca Tomkinson on their respective appointments.”
Infrastructure WA plays a crucial role in providing strategic policy direction and oversight for major infrastructure projects. The Board’s diverse expertise, drawn from both public and private sectors, ensures a well-rounded approach to infrastructure planning and development in Western Australia. The agency’s focus includes delivering the State Infrastructure Strategy and enhancing outcomes for the WA economy and community.
Nicole Lockwood, the IWA Chairperson, acknowledged the contributions of the outgoing members and welcomed the new additions. She said, “On behalf of the IWA Board and team, I would like to extend our gratitude to Terry and Kerryl for the past five years. Their roles through the agency’s formative years, the delivery of the inaugural State Infrastructure Strategy, and as IWA expanded into all its legislative functions have been invaluable. It is with great pleasure that we welcome John Galvin and Fiona Hick to the Board. I also offer my congratulations to Jay and Rebecca on their well-deserved re-appointments. I am appreciative of the Premier’s confidence in re-appointing me as Chairperson. I look forward to continuing to drive progress at IWA, particularly as our focus shifts to the delivery of the next State Infrastructure Strategy.”
The Infrastructure WA Board’s new configuration promises to bring a fresh perspective and renewed energy to the agency’s important work. The blend of experienced members with new expertise reflects a balanced approach to addressing the state’s infrastructure needs and ensuring that Western Australia continues to develop and grow effectively. The agency remains committed to providing strategic oversight and ensuring that major infrastructure investments contribute positively to the state’s economy and community.
