Top of the Class: Victorian kids break NAPLAN records

Victorian students have delivered their best-ever performance in NAPLAN, once again proving the state’s credentials as Australia’s Education State.

Deputy Premier and Minister for Education Ben Carroll yesterday announced that Victorian students ranked first or second in 18 out of 20 NAPLAN measures, with significant improvements across the board compared to 2024.

An impressive 70 per cent of Victorian students achieved results in the ‘strong’ or ‘exceeding’ bands, with primary school students placing in the top two nationally across all 10 domains.

More students reached the top two performance bands in 2025, reflecting the strong focus on extending high achievers. At the same time, fewer students are requiring extra support—results show a drop in the number of students in the bottom band across 16 of the 20 measures.

Participation rates also reached a new high, with 96.6 per cent of students completing at least one NAPLAN assessment—the highest rate in Victoria since 2008.

These strong outcomes reflect the Allan Labor Government’s major reforms in education, including mandatory phonics instruction and the Year 1 phonics screening in government primary schools. The rollout of explicit teaching in public schools is also set to further lift performance.

The Government continues to support student wellbeing through programs such as free dental checks, vision assessments, and school breakfasts—ensuring every child has what they need to succeed.

While celebrating these achievements, the Government remains committed to improving outcomes for disadvantaged students and closing the gap for First Nations learners. Targeted initiatives, including the $18.5 million Koorie Literacy and Numeracy Program, are already underway.

To date, the Labor Government has invested more than $38 billion to support learning, wellbeing, and the school workforce—ensuring every student has access to a world-class education in Victoria.
