
Building Commission NSW has issued a formal warning against Raveen Vishal Nand and RPN Homes Pty Ltd following an investigation into alleged misconduct across multiple residential building sites in Western Sydney.
The warning notice, issued under section 23 of the Home Building Act 1989, follows findings that Mr Nand and the company may have engaged in unlicenced building work, misused another builder’s licence details, falsified Home Building Compensation Fund certificates and carried out defective work.
NSW Building Commissioner James Sherrard said the regulator was treating the matter seriously.
“Unlicenced work, falsifying insurance certificates and carrying out defective work are types of misconduct Building Commission NSW takes very seriously in our efforts to lift standards across the industry.
“Our investigation has so far uncovered credible evidence and allegations that these offences have occurred and left homeowners worse off because of it.”
Mr Nand and RPN Homes Pty Ltd are understood to operate in parts of Western Sydney, including Seven Hills, Rouse Hill and Miller.
According to the Commission, neither Mr Nand nor RPN Homes Pty Ltd are recorded as holding or having ever held a NSW contractor licence. Mr Nand is listed as the sole director of the company, which is registered under ABN 52 645 658 322.
Mr Nand and RPN Homes Pty Ltd are understood to operate in parts of Western Sydney, including Seven Hills, Rouse Hill and Miller. If the alleged offences are proven, penalties can include fines of up to $330,000 and up to 12 months imprisonment
The regulator said inspections are ongoing and further enforcement options are being considered. These may include stop work orders and court proceedings.

Mr Sherrard said the warning was intended to protect homeowners while the investigation continues.
“To protect the public from any further harm as our investigation continues, I’m warning consumers, particularly in Western Sydney, not to deal with this company or individual.
“I also want to remind consumers to check a tradespersons licence before handing over any money for a building contract, it’s as simple as visiting the Verify NSW website.”
Building Commission NSW has urged homeowners to confirm that a contractor is licenced before making any payment, using the NSW Government’s Verify NSW website. For building work valued above $20,000, homeowners should also ensure valid insurance is in place before work begins, including checking Home Building Compensation Fund cover.
