The Victorian Government has opened applications for the 2026 Joan Kirner Emerging Leaders Program, aimed at supporting young women and gender diverse people to move into leadership roles.
Announcing the program, Minister for Women Mary-Anne Thomas said the initiative builds on the legacy of Joan Kirner, Victoria’s first female Premier, by equipping participants with practical skills and strategies to navigate barriers that continue to shape career pathways.
Women remain underrepresented in leadership across Victoria, despite forming the majority of the workforce in several sectors. Many are concentrated in lower management roles, limiting their influence and access to decision-making positions. The flow-on effects are felt over time, affecting economic security and broader social outcomes.
The program targets women and gender diverse people aged between 22 and 40 who are working in the for-purpose sector. This year’s intake will prioritise applicants from organisations that may not have the resources to offer structured leadership training.
Mary-Anne Thomas said the case for change is clear. “When women lead, organisations benefit from broader perspectives, stronger collaboration and improved outcomes for their communities.”
The course is delivered in partnership with the Institute of Community Directors. Its Executive Director, Adele Stowe-Lindner, said the program responds to the lived experience of many aspiring leaders. “Leadership shouldn’t require courage – but for many, it still does. We want to change that.”
The Victorian Government says the initiative forms part of its broader approach to improving economic, health and safety outcomes for women, girls and gender diverse people.
